Depuis l'assassinat de Rafic Hariri, le 14 février 2005, l'histoire du Liban s'est brutalement accélérée. Dans les semaines qui suivent la disparition de l'ancien Premier ministre, des milliers de Libanais se rassemblent pour réclamer la fin de la tutelle syrienne et l'émergence d'un nouveau Liban. Les troupes syriennes se replient dans un délai record, non en application de l'accord de Taëf, qui prévoyait de mettre fin à la tutelle de Damas dès 1991, mais en raison de la mise en œuvre de la résolution 1559 du Conseil de sécurité des Nations unies, adoptée à l'automne 2004. Des élections législatives sont organisées au printemps 2005, dans le délai constitutionnel et sous observation européenne. Elles font émerger une majorité clairement opposée au régime de Damas, mais, à défaut de réforme de la loi électorale en vigueur, elles ne permettent ni un renouvellement réel de la classe politique ni la remise en question du confessionnalisme. Dans les mois suivants, malgré une série d'attentats meurtriers, commence un dialogue national entre les principales forces politiques libanaises sur les questions d'intérêt national : enquête sur les assassinats politiques et tribunal international, souveraineté territoriale, récupération des fermes de Chebaa, désarmement du Hezbollah... Pourquoi et comment, dans ces conditions, a éclaté la guerre de l'été 2006 ? Etait-ce pour interdire au Liban d'accéder à sa maturité démocratique ? Ou bien, une fois encore, n'était il qu'un terrain où s'affrontent les puissances régionales ? Dans cette séquence de l'histoire, l'unité nationale du Liban a été souvent ébranlée sans jamais céder. Mais la "balkanisation" demeure une réalité possible dans un contexte dominé par le conflit israélo-palestinien, la guerre civile en Irak et une désastreuse tentation communautaire.

Asymmetric conflict is changing the way that we practise and think about war. Torture, rendition, assassination, blackmail, extortion, direct attacks on civilians, and chemical weapons are all finding their way to the battlefield despite longstanding international prohibitions. This book offers a practical guide for policy makers, military officers, students, and others who ask such questions as: do guerillas deserve respect or long jail sentences? Are there grounds to torture guerillas for information or assassinate them on the battlefield? Is there room for nonlethal weapons to subdue militants and safeguard the lives of noncombatants? Who are noncombatants in asymmetric war? What is the status of civilians who shelter and aid guerillas? And, do guerillas have any right to attack civilians, particularly those who aid and shelter members of the stronger army? If one side can expand the scope of civilian vulnerability, then why can't the other?
